What is the difference between encodeURI and encodeURIComponent?

Component encoding escapes characters like / ? & =, so use it for values. Whole-URL encoding keeps them so the URL structure survives.

How do I fix a double-encoded URL?

Choose Decode and tick "Decode repeatedly" to remove every layer of %25 style encoding.

Why does a space become %20 or +?

%20 is standard percent encoding, while + is used for spaces in form data.
