360p is the smallest resolution that still looks acceptable on a phone. Use it for tiny files, previews and slow connections, but expect softness on larger screens.
Here "360p" means the shorter side of the picture becomes 360 pixels: a landscape video becomes 640 by 360 and a vertical one is 360 pixels wide. The aspect ratio is preserved, so nothing is stretched. If your video is already smaller than 360p, it is left alone unless you tick the enlarge option.

Why is it fast, or slow, on my device?
Speed depends on whether your device has hardware video encoding, which most phones and laptops from the last several years do. A short phone clip usually finishes in seconds. Very long, 4K or high-frame-rate videos take longer, and the progress bar shows an estimate.
